Ideological struggle in Russian-American relations

Resumo

Contrary to the hopes for the progressive and constructive development of Russian-American relations after the collapse of the bipolar world and the end of the ideological confrontation between Marxism-Leninism and liberal capitalism, the United States and the Russian Federation are currently in a state of a new "cold war". Although both the United States and the Russian Federation are currently capitalist states, there is an irreconcilable ideological struggle between them, where Russian bourgeois nationalism collides with American liberal globalism. A new detente in Russian-American relations is possible only after reducing the intensity of this ideological confrontation.

American approaches to the post-crisis world order

The article attempts to analyze American approaches to building a world order that would meet the interests of Washington in the post-crisis era. According to the current US National Security Strategy (2022), the modern world order is characterized by a sharp escalation of contradictions between the US and countries such as Russia, China and Iran, while each of these centers of power has its own vision of a just international order, which generates the energy of conflict and leads to the use of force below the level of open hostilities. After a brief historical digression about the causes of the current crisis, the author proceeds to the study of the American vision of the international system, then analyzes the strategy by which the United States will seek to ensure a post-crisis settlement on its own terms. The article substantiates the conclusions about the causes of the current crisis; about the US strategy that will allow Washington to solve the tasks facing it at the present stage; about American approaches to the post-crisis world order.

The United States and China in the Indian Ocean: a view from New Delhi

The article is devoted to the study of the attitude of the Indian ruling class and social groups serving it to the presence of China and the United States in the Indian Ocean. The history of this presence, its perception in Chinese, Indian and American discourse is considered. The author believes that for India's elites, China appears to be a "convenient rival" as a source of constant existential fear that will never turn into reality. This fear, however, affects Indian society so strongly that it itself becomes the subject of securitization.

Canada’s claim to the continental shelf in the Arctic

Canada ratified the UNCLOS in 2003 and thus had to submit scientific and technical data to the Commission on the Limits of the Continental Shelf (CLCS) no later than 2013 to extend its continental shelf beyond 200 miles from the coast. Initially the Canadian submission was to include data for both the Atlantic Ocean and the Arctic Ocean. However the requirement in 2013 by Canadian Prime Minister S. Harper to include the seabed at the North Pole in the submission forced the Canadian government to split the submission into two parts: in 2013 data on the outer limit of Canada's continental shelf in the Atlantic Ocean were submitted to the CLCS, and in 2019 - on the Arctic. In the 2019 submission Canada claimed a seabed area of 1.2 million square kilometers, including the North Pole. In December 2022 Canada submitted an addendum to its 2019 proposal to the CLCS, in which it further increased its claims to the continental shelf in the Arctic, bringing the boundaries of its shelf to the Russian exclusive economic zone. The increase in the area of disputed areas of the continental shelf between Russia, Canada and Denmark means that the decisive role in establishing the boundaries of the continental shelf of these countries in the Arctic will be played by the corresponding negotiations between these countries. The February 2023 approval by the CLCS of Russian claims to the Lomonosov Ridge and the Alpha-Mendeleev Rise is important for Canada as well, as it also legitimizes Canada's right to claim the continental shelf in the Arctic beyond 350 miles from its coast. The extreme aggravation of relations between Russia and the West since 2022 complicates the division of the continental shelf in the Arctic between the countries of this region.

The article is devoted to the study of the factor of black voters and politicians in the 2022 US midterm elections and their significance for the African American community as a whole. The paper examines the main reasons that contributed to the fall of Joe Biden's rating among the black population in the first two years of his presidency, as well as the measures taken by the White House administration to overcome this negative trend. The author of the article also touches on the topic of further strengthening the attention of the Republican and Democratic parties to the African American electorate during the 2022 election campaign. Finally, the study examines the results of the past congressional elections for the African American community, related to the assessment of the turnout of black voters, their electoral preferences, as well as the results of the performance of African American candidates.

The article provides a comparative analysis of the Hispanic support of the Democrats and Republicans during the 2016, 2018, 2020, and 2022 elections. The article reveals modern trends in the Hispanic electorate which consist in distancing from the first party and shifting toward the second one, which challenges the traditional balance of power in the political system. It has been established that this phenomenon is not new to the United States. The article identifies the reasons, examines the nature of the changes, and provides forecasts for the long term. Furthermore, the article evaluates the "red wave" phenomenon that many experts had predicted in relation to Hispanic voters on the eve of the 2022 elections.

Coalition Avenir Québec’s Politics: Autonomism, Nationalism and Pragmatism

The article deals with the mainstreams of Quebec politics under Coalition Avenir Québec (CAQ) government headed by François Legault (from 2018 to the present). It is noted that the CAQ represents a new political force in provincial politics, offering the québécois society a middle/intermediate path of development between the Liberals (federalists) and the Pequist (supporters of sovereignty). The distinctive features of this path are the desire to strengthen autonomy of Quebec in Canadian Federation, reliance on québécois nationalism, consistent and tough defense of the dominant position of the French language in the province, as well as protection and promotion of Quebec values. At the same time, Legault policy is characterized by pragmatism and a generally balanced approach to socio-economic and environmental issues. The article discusses the Act respecting the laicity of the State (Bill 21) and the Act Respecting French, the Official and Common Language of Quebec (Bill 96), adopted under the CAQ Government. It also highlights the effectiveness of the Legault government’s actions during the COVID-19 pandemic and compares the results of the 2018 and 2022 provincial elections.

The time of Donald Trump's presidency was a period of improving relations between the U.S. and the DPRK. Despite Trump's desire to succeed in solving the North Korean nuclear missile crisis, the negotiation process has not been further developed and has not brought the sides closer to solving the crisis. The work raises the question of the role of think tanks in shaping the U.S. policy towards North Korea. It is concluded that the lack of significant progress in solving the North Korean crisis is also due to the position of one of the most influential U.S. institutions - think tanks.
