Aims and Scope

The Journal is addressed to a wide range of scientists and specialists, as well as to the heads of research and design organizations, industry, educational institutions, the Naval Armed Forces, and also to teachers, graduate students, undergraduate students and cadets of higher educational institutions.

The main content of the peer-reviewed scientific publication are scientific articles.

THE MISSION OF THE JOURNAL

The Journal publishes articles covering results obtained in the following fields:

  • mechanical engineering
  • energy and electrical engineering
  • information technology and telecommunications.

The mission of the Journal is to provide an opportunity for specialists working in these fields to exchange ideas and the results of their research with the potential for practical application.

PURPOSE OF THE JOURNAL

The editorial board of the Journal "SMTU Transactions” strives to maintain the traditions of Russian scientific publications and at the same time to promote modern methods and topics of research. The Journal's publication goals also include:

  • making the exchange of accumulated knowledge and professional experience between researchers more accessible;
  • promoting interdisciplinary research at the contemporary world level;
  • development of international scientific cooperation.

The Editorial Board accepts for review papers on the subject of the journal that have not been published elsewhere and that present new scientific results obtained personally by the author(s) of the paper. Articles of leading national and foreign scientists, written on the materials of their reports, are also published by decision of the editorial board and with the consent of the organizing committees of the conferences held at SMTU.

The Editorial Board accepts for publication articles by both Russian and foreign authors, as well as in collaboration of Russian and foreign specialists working on joint projects.

The Journal is intended for both early career and experienced researchers in Russia and abroad who are seeking to contribute to the development of fundamental and applied fields of science.

Peer Review Process

A high level of scientific publications is maintained by a system of reviewing all articles, allowing for the identification of papers containing significant scientific findings that take into account the current experience of domestic and foreign scientists and are of interest to the scientific community. The reviewers are specialists in the scientific fields of the Journal.

After the review is completed, the author receives a written text of the review and a copy of the manuscript with the reviewer's and the scientific editor's comments for revision. When an article is published, the dates of receipt and acceptance for publication are indicated. 

The Editorial Board has the right to refuse an article to be published on the basis of the results of peer review, non-compliance of the article material with the subject of the Journal, as well as the unsatisfactory quality of the submitted materials.

Details:

The peer review procedure for articles submitted to the Editorial Board of the scientific journal 

(hereinafter referred to as the Journal) is aimed at ensuring the quality of articles published in the Journal. All submitted articles are the subject of review. The review should provide a full and objective evaluation and analysis of the advantages and disadvantages of the submitted article. The members of the Journal's Editorial Board as well as external reviewers with a PhD or doctoral degree, experienced in scientific work in the stated field and familiar with the requirements imposed by the Journal's editorial board on the published materials should be involved in the review process. The reviewer should, if possible, avoid sharing the same department as the author(s) of the article. The editorial team strives to avoid "conflicts of interest" between authors and reviewers.

The review should be limited to 1-2 sheets of typing text. When a manuscript is received by the Editorial Board, all authors are warned about the review procedure. The names and places of employment of the reviewers have not been disclosed by the editors. The number of reviews to be submitted is determined by the Editorial Board. Usually one review is enough to make the decision on publication. More than one reviewer is appointed in cases where the article is interdisciplinary. At the decision of the responsible editor, an additional review may be scheduled after the primary review has been received.

There is no charge for reviewing articles.

Review procedure

1. All manuscripts received by the Editorial Board are registered. After that, the executive secretary and the Journal's Editorial Board determine the relevance of the article to the scientific profile of the Journal and the design requirements and send the article for review to the executive editor, who evaluates the scientific level of the article and submits it for reviewing.

If the article is rejected, the Journal's Editorial Board will send a reasoned rejection to the authors.

2. The timing of the review process shall be determined by the Editor-in-Chief, taking into account the date of the next issue of the Journal, and shall not exceed one month.

3. The review must indicate:

  • the correspondence between the title and the content of the article;
  • the relevance of the research topic to the article;
  • Scientific originality of the research conclusions and their practical relevance;
  • the sufficiency of the literature overview; compliance with the accepted standard for the formatting of references to literature;
  • the clear presentation of the material, the correctness of terminology and the quality of the design of the article;
  • Accuracy and clearness of the presented graphical material, the use of standard SI units of measurement, or those permitted to be used along with them;
  • the presence of precise and transparent headings;
  • the depth, relevance and accuracy of the mathematical apparatus and theoretical statements used;
  • the presence of reasonable conclusions;
  • comments and recommendations to the author of the article.

The review should end with a recommendation:

  • on the publication of the article without changes;
  • on the publication of the article after its revision by the author (without a second review or with a second review);
  • on rejection of the article.

Рецензент вправе предоставлять рецензию по своему усмотрению. The review shall be stamped by the reviewer's organisation.

4. At the request of the authors, the Journal's Editorial Board will send copies of the reviews. In the case of a rejected review, the Editorial Board of the Journal will send a reasoned refusal to the authors.

5. The review is confidential. A review is given to the author of the article.

6. The article may be corrected by the author and re-submitted for review. If the article was rejected without any comments, it will not be accepted for revision again.

A positive review is a necessary, but not the only, condition for publication of an article. The final decision on publication is taken by the Editorial Board of the Journal.

The Editorial Board takes one of the above decisions:

  • accept the article for publication without corrections;
  • send the article for additional review;
  • return the article to the author to be corrected
  • reject the article ( with providing reasons).

 When the Journal Editorial Board decides to publish an article, the Secretary in charge of the Journal informs the author and gives the deadline for publication. The reviews are kept in the Journal's editorial office for five years.

 

Publication Frequency

The journals issues quarterly, 4 issues annually.

 

Open Access Policy

Based on the open access policy, the SMTU Transactions" Journal provides open access to its materials. 

The policy is based on the open access principles recommended by the DOAJ.

Users have full-text access to the Journal's materials and are not charged for their use.

It is not permitted to use the materials of the Journal for commercial purposes.

The Journal has a policy of providing maximum accessibility to published materials. 

The published materials are available on the website of the Journal, on the platform Scientific Electronic Library eLIBRARY and libraries and information databases on the Internet.

All materials presented in the Journal are protected by copyright.

Information about the activities of the editors and editorial board, contact information is kept up to date and is promptly updated. 

Authors are not charged for editing and publishing. No royalties are paid.

All articles published in the Journal are checked for uniqueness and volume of borrowings in the automated system for checking “RUCONTEXT”.

Editorial ethics

GENERAL TERMS

The policy of the Editorial Board of the Journal is based on international practices regarding copyright and on ethical principles upheld by the community of leading publishers of scientific periodicals  Committee on Publication Ethics (COPE).

The Editorial Board is guided by the most important principles: reliability, scientific significance and relevance of the work published.

The procedure for accepting, evaluating and publishing scientific articles is open.

The Editorial Board does not accept for publication any material whose content is prohibited by the legislation of the Russian Federation.

The Editorial Board is responsible for the quality of scientific articles published and also supports initiatives aimed at reducing research misconduct and ethical violations.

Negative results obtained by the authors in the course of their research do not constitute a barrier to publication in the Journal. The Editorial Board encourages scientific discussions and exchanges of experience in the pages of the publication.

ETHICAL PRINCIPLES FOR EDITORS

The editorial board is guided by the following COPE ethical principles:

  • editorial impartiality;
  • respecting the confidentiality of research participants, authors and reviewers;
  • respect of scientific ethics in reviewing articles, encouragement of fair scientific discussion between authors and reviewers;
  • existence of contractual relations between the publisher, editors and authors;
  • promotion of intellectual property and copyright protection;
  • rejection of an article manuscript if it reveals previously published material by other authors without reference to the original sources (plagiarism);
  • non-disclosure of the personal data of authors and reviewers and other information obtained in the course of professional interaction;
  • making editorial changes in the article by agreement with the authors.
ETHICAL PRINCIPLES IN PEER REVIEW

The editorial board supports the following Basic principles that reviewers should follow.

  • reviewing only those manuscripts for which they have sufficient expertise;
  • timeliness of reviewing;
  • maintaining confidentiality of the peer review;
  • objectivity and constructiveness in compiling the review;
  • informing the editorial board about conflicts of interest;
  • The content of the review should not be influenced by the origin of the manuscript, nationality, gender, religious or political beliefs of the authors Reviewers should not use the information obtained in the review for personal purposes or interests of others.
ETHICAL PRINCIPLES FOR AUTHORS

The authors are solely responsible for the accuracy of the information contained in them and for their compliance with the law, morality and ethics.

The editorial team expects authors to respect the following principles:

  • Compliance of the publication materials with ethical and legal standards;
  • Original and scientific uniqueness of the research;
  • reliability of results; researchers should make an effort to describe the methodology of their work clearly and unambiguously so that their results can be validated by other researchers;
  • objective discussion of the significance of the research;
  • acknowledgement of the contributions of others, obligatory bibliographical references to the works used;
  • listing as co-authors all participants who have made a significant contribution to the research;
  • reporting significant errors or inaccuracies in the publication and contacting the editorial board to correct the identified errors or withdraw the publication as soon as possible;
    no borrowing in the article without reference to the original sources (plagiarism).

Information accessibility

The Journal has a policy of providing maximum accessibility to published materials. The published material can be found on the Journal's website, on the platform The Scientific Digital Library Elibrary

The publisher bears all costs of production and publication of the Journal. Authors are not charged for publishing, editing and printing articles. There is no review fee. No royalties are paid.

When reproducing materials published in the Journal " Papers of St. Petersburg State Marine Technical University" in other editions, reference to the Journal is mandatory.

It is permitted to use the personal material published in the Journal for informational, scientific, educational or cultural purposes in accordance with Articles 1273 and 1274 of Ch. 70 IV of the Russian Civil Code. Other usage of materials is only possible after concluding appropriate written agreements with the editorial board.

 

Publication fees

Publication in the journal is free of charge for all authors.

The Publisher charge no obligatiry publication fees from authors — including those of manuscript submission, peer-review management, manuscript processing, journal production, Open-Access, online hosting and archiving.
